Turn Each Scope Statement Into an Assignable Deliverable

A quotation may include a compressor but leave its distribution piping, power connection or installation elsewhere. A responsibility matrix makes those boundaries visible before different packages are purchased.

Use Deliverable Rows Rather Than Broad Department Labels

Start from the equipment list and the route from source water or purchased process water to the agreed finished-product endpoint. Add site connections, project documents, test materials, installation work and operating handover. Break a row apart whenever different parties deliver different parts.

For each row record the deliverable, design provider, supply provider, installer, connection owner, verifier, required input and evidence reference. Use named organizations or agreed roles, not an unexplained tick in a supplier column.

Distinguish INCLUDED, BUYER-SUPPLIED, THIRD-PARTY, OPTIONAL, EXCLUDED and OPEN in the scope-status column. An optional item needs a decision and a corresponding package revision before it can be treated as part of the base scope.

Resolve an Exclusion at Its Physical or Document Boundary

An exclusion should identify what is omitted, where the supplier responsibility ends, who accepts the remaining work and what information that party needs. For a utility, identify the agreed connection point and operating requirements. For a document, identify the deliverable and who must provide it.

Example only: a proposal includes an air compressor package but excludes distribution to the machines. Keep separate rows for the package, distribution design, pipe/support supply, installation, final connections and verification at the machine. Assign each row before treating compressed-air scope as closed.

Do not silently move an unanswered supplier item into the buyer column. Record it as OPEN until the buyer and affected supplier have agreed the actual division of work.

Connect Responsibilities to Readiness Dates

A responsibility becomes useful when it has a required input and a point in the project where the result is needed. Bottle samples may be required for a format review; approved drawings may be required before site preparation; test materials must be available for the agreed trial.

Use project-specific milestones rather than generic lead-time promises. Record which activity is blocked if an input is missing and who will resolve it. A supplier response that only says customer responsibility does not establish that the buyer has accepted or scheduled the work.

Check coordination duties as well as individual deliveries. Someone must reconcile revised drawings, manage comments between packages and confirm that the assembled system can proceed to the next test.

Compare Quotations With the Same Unresolved-Item Register

Issue the same project basis and matrix to each supplier. Ask each to identify qualifications and exclusions against the same row identifiers. Keep the proposal reference and revision beside the response so a later answer can be traced.

When comparing totals, distinguish separately priced options, buyer-side work and unanswered items. An unknown cost is not zero. Resolve the technical boundary before combining package prices into a complete-project estimate.

If a scope decision changes after review, record the previous basis, new decision, affected rows, required drawing changes and any stated schedule or price effect. Have the affected parties confirm the revised basis through the project process.

Close Rows With Evidence at Handover

Delivery, installation and acceptance are different states. Record what has arrived, what is connected and what has actually been tested against the agreed requirement. Keep untested items visible rather than merging them into a general completed status.

For a completed row, reference the installed drawing, delivery record, test report, training record or other applicable evidence. For an open row, retain the owner, remaining action and required closure evidence.

Use the matrix alongside the RFQ, quotation comparison and factory/site acceptance records. It is a practical project coordination record; the parties must agree the final supply and service obligations for their project.

Buyer Questions

Does a turnkey quotation include every site task?

The term alone does not define the scope. Record equipment, local work, utilities, materials, testing, training and documentation responsibilities explicitly.

How should an excluded utility connection be recorded?

Name the omitted work, the physical connection boundary, required conditions, receiving owner and verification evidence. Separate the service source from distribution and machine connection where needed.

What is the difference between an optional and an open item?

An optional item is a defined choice outside the selected base scope. An open item lacks a resolved decision or sufficient information. Neither should be assumed included.

Who should own an interface between two suppliers?

Assign a coordinating owner and separately name the parties responsible for design, supply, installation and verification. Both sides must work from the same approved connection basis.
